To enhance the synergy between the domestic and international markets and resources, expand the supply of high-quality goods, in 2026, China will implement import暂定 duties lower than the most-favored-nation rates for 935 items of goods: promote high-level self-reliance and self-improvement in science and technology, and the construction of a modern industrial system, reduce import tariffs on key components such as numerical control hydraulic air cushions for pressure machines, composite joints of special shape, and advanced materials; help promote the comprehensive green transformation of economic and social development, reduce import tariffs on resource-based goods such as regenerated black powder for lithium-ion batteries and unroasted pyrite; increase efforts to ensure and improve people's livelihoods, help build a healthy China, and reduce import tariffs on medical products such as artificial blood vessels and diagnostic test kits for certain infectious diseases.
In addition, in order to enhance the endogenous power of the domestic big cycle, according to the development of domestic industries and changes in supply and demand, within the scope of China's commitments to the WTO, the temporary import duties on micro-motors, printing machines, sulfuric acid and other goods are cancelled, and the most-favoured-nation duties are restored.
In order to serve the development of technology and technological progress, support the circular economy and the development of the underwood economy, China added intelligent bionic robots, bio-aviation coal oil, and ginseng under the forest in 2026. After the adjustment, the total number of tariff items is 8972.
In order to continuously deepen economic and trade cooperation and promote regional integrated development, in 2026, according to the 24 free trade agreements and preferential trade arrangements signed by China with 34 trading partners, the preferential duty rates will continue to be implemented for the imported goods originating from the above trading partners.
To promote economic and trade cooperation with the least developed countries and help the least developed countries develop, the 43 least developed countries that have established diplomatic relations with China will continue to enjoy a 100% duty-free treatment for products of the tariff items in 2026; according to the Asia-Pacific Trade Agreement and the intergovernmental exchange agreement between China and the relevant ASEAN member countries, the preferential duty will continue to be implemented for some imported goods from Bangladesh, Laos, Cambodia, and Myanmar.
