(1) Key verification content
1. Content orientation. Whether the newspaper publishing units always take the study, publicity, and implementation of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as the primary task, thoroughly implement the spirit of the 20th National Congress and the successive plenary sessions of the 20th CPC Central Committee, deeply study and implement Xi Jinping's cultural thoughts, profoundly understand the decisive significance of the "two upholds", enhance the "four consciousnesses", firm up the "four self-confidences", and achieve the "two safeguards", persevere in uniting and educating people with Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and continuously push the party's innovative theory武装to go deep and solid. Whether the units that sponsor and manage the newspapers strictly implement the responsibility system for ideological work, fully fulfill the responsibilities of managing people, managing affairs, managing assets, and managing guidance; whether they clearly adhere to the correct political direction, public opinion guidance, and value orientation, insist on uniting and stabilizing, focusing on positive publicity, singing the main theme, promoting positive energy, and consolidating and strengthening the mainstream ideological and public opinion in the new era; whether they strengthen the content construction and management of new media run by the newspapers.
2. Publishing capacity. Whether there is a non-public capital component in the capital structure of the newspaper publishing unit. Whether the newspaper publishing unit has sound orientation and quality management rules and regulations, and whether the separation of editing and business, "three reviews and threeproofreading", and other editing management systems are strictly implemented; whether there are problems such as long-term failure to meet the specified standards for editing and proofreading quality, publishing form quality, or publishing quality; whether publishing activities are carried out normally, and whether there are situations such as business deterioration and insolvency. Whether the main person in charge of the newspaper publishing unit meets the relevant professional regulations and holds valid job training certificates.
3. Law enforcement. Whether the newspaper publishing unit has arbitrarily changed the licensing matters such as the competent unit, business scope, etc., whether it has arbitrarily set up local institutions, whether it has not submitted samples of newspapers in time and in full according to regulations, whether it has not fulfilled the filing procedures for suspension of publication according to regulations, whether it has published illegal advertisements and been notified and punished by relevant departments, whether there are illegal problems such as one number and multiple editions, and selling, leasing, and transferring the number, edition, and publishing permit, etc.; whether it has published illegal information content that is prohibited from being published by laws and regulations, vulgar, catering to low tastes, and harmful to social ethics; whether it has arbitrarily compiled and published overseas news information products. Whether the practitioners have arbitrarily published official information, established new media official accounts such as Weibo, WeChat, TikTok, and Kuaishou against regulations, applied for journalist's certificates against regulations, engaged in news敲诈 and false news, etc. Whether the new media operated by the newspaper has problems such as irregular operation and management, and other illegal and irregular problems.
4. Career development. Whether the newspaper publishing units resolutely implement the decisions and arrangements of the Party Central Committee, deepen the systematic reform of the mainstream media, establish and improve the system and mechanism that adapt to the production and dissemination of all-media; whether the news propaganda and the management of the Internet public opinion are integrated; whether the social benefits are put in the first place and the social benefits and economic benefits are unified.
(II) Key verification units
1. Newspaper publishing units that have changed their names and business scope in the past two years.
2. Suspended, suspended, or newspapers that cannot be published normally.
3. Newspaper publishing entities that have illegal and irregular issues, are suspected of illegal and irregular issues and are under investigation, or have content-oriented errors, news extortion, false news and other issues reported by the public.
4. Two-year period of low-quality publications and significant editorial errors.
5. Newspaper publishing entities that do not submit samples of newspapers as required.
6. Newspaper publishing entities that were placed on probation or failed to pass the annual inspection in the previous year.
Three, organization and implementation
The Beijing Municipal Bureau of News出版is responsible for the annual verification of newspapers in Beijing. The first step of the verification is self-inspection by the newspaper publishing units. Each newspaper publishing unit shall carefully conduct self-inspection and self-correction in accordance with the requirements of this notice, and write an annual self-inspection report. The second step is online reporting. Log in to the "2025 Newspaper Verification System" on the China Journalists Network to fill in the relevant forms (the account is the newspaper's number, all numbers, letters, and symbols are in half-angle format, no spaces, and CN needs to be added; the unified initial password is Nianjian1234*), and the deadline for online reporting is February 13, 2026. The third step is online review. The Beijing Municipal Bureau of News出版 shall conduct online review of the content filled in by each newspaper publishing unit, and give a review and verification opinion. The fourth step is on-site verification. After the online reporting information of the newspaper publishing unit is reviewed and passed, and the social benefit evaluation and assessment of the newspapers in Beijing are completed, print the "2025 Newspaper Verification Form" and affix the official seal of the competent and hosting unit, and accept on-site verification (the specific time and place of on-site verification will be notified separately, please pay attention to the relevant notifications of the competent and hosting publishing units).
Materials to be provided for on-site verification: 30 issues of the newspaper published in the latest continuous manner as of March 1, 2026, the 2025 Newspaper Verification Form in duplicate (stamped with the supervising and hosting organization), one copy of the annual self-inspection report (stamped with the supervising and hosting organization), and a copy of the certificate of editorial position training for one of the editors-in-chief, deputy editors-in-chief, or the president and vice president of the newspaper publishing house. After the on-site verification is passed, the verification staff will stamp the annual verification seal on the newspaper publishing permit to complete the 2025 annual verification.
IV. Verification Requirements
(1) Strengthen overall planning and ensure timely completion. The supervising and hosting units must effectively fulfill their management responsibilities, plan in advance, and provide early command, incorporating the annual verification into the important agenda of the day. Newspaper publishing units must strengthen the main responsibility, arrange the work backward according to the deadline of March 6, assign special personnel, and ensure that the verification work is completed on time.
(II) Strictly control the quality of data to ensure authenticity and accuracy. Newspaper publishing entities should enhance the awareness of verifying data quality, compare and collect data item by item, and review and verify each item one by one to prevent inflation, concealment, and the use of old figures. Information missing items, logical conflicts, and data distortion should be returned for re reporting, and if the re reported data still does not meet the standards, the verification will be suspended. Write the annual self inspection report simultaneously, focus on the problems found in daily supervision such as reading, quality inspection, and cases, make immediate corrections, and ensure a one-time pass.
(3) Enhance the effectiveness of disposal and ensure the smoothness of the channel. For newspaper publishing units that are indeed unable to publish normally, the "Measures for the Annual Inspection of Newspapers and Periodicals" and the "Notice on Standardizing the Procedures for the Suspension and Cancellation of Newspapers and Periodicals" shall be strictly implemented, and the competent authorities shall be actively consulted to promote the transformation within a time limit or orderly exit, and timely reports shall be made to our bureau, and the suspension and cancellation procedures shall be handled in accordance with the law and regulations, and the "shell" operation shall be eliminated.
