 The office of the Gansu Provincial Government recently officially issued the "Gansu Province Large-scale Vocational Skills Promotion Training Implementation Plan (2025-2027)", clearly indicating that the implementation of the "Skills Illuminating Future" training action will be used as a traction, and the "Job Demand + Skills Training + Skills evaluation + Employment Service" project-based training model will be implemented. More than 9 million people received government-subsidized vocational skills training, more than 300,000 people obtained vocational qualification certificates and vocational skill level certificates, and more than 30,000 high-skilled talents were added.
 
  Training will closely follow the pulse of Gansu's industrial development, focusing on six key areas: advanced manufacturing, digital economy, low-altitude economy, transportation, agriculture and rural development, and living services. It will target the skills training of enterprise employees, university graduates, migrant workers, and other groups. Centering on the "14+1" key industrial chains and the modern cold and dry characteristic agriculture "cattle, sheep, vegetables, fruits, tubers, medicine, grain, and seed" industrial cluster, the plan proposes to create a "production-education-evaluation" skills talent training ecosystem, mobilizing the forces of universities, vocational colleges, enterprises, and others, to provide talent support for major deployments such as the "new round of mineral resources breakthrough strategic action." Enterprises, as the main body of training, will be encouraged to carry out job skills training and master training, implement new apprenticeship systems and modern apprenticeship systems, and more than 60% of the staff education funds must be used for the training of front-line staff, and related pre-tax deduction policies will be fully implemented.
 
  At the training implementation level, Gansu will optimize the layout of training institutions, support enterprises to set up staff training centers and social forces to run private training institutions, establish a star rating system, and create distinctive training brands such as "one county, one product", "one school, one product", and "one enterprise, one product". In response to the needs of different groups, the plan introduces differentiated subsidy policies, implements a floating mechanism for subsidies for the training of high-skilled talents and urgently needed and scarce occupations, explores training models such as "modular" and "micro" training and cross-regional cooperative training, and market charging items will adopt a cost-sharing method of "market charging + government subsidy".
 
  To ensure the quality of training, the province will standardize "Internet + Vocational Skills Training", make public the selection of online training platforms, establish a quality and efficiency evaluation system with the core of training qualification, skill improvement and employment realization, and regulate it through multi-dimensional supervision such as self-evaluation by institutions, third-party evaluation and government spot checks. At the same time, the "Skills Training Information Platform" and the "Real-name Teacher Pool" will be established. Relying on public service platforms such as "Ruyi Employment", an integrated release channel for employment and training information will be constructed to provide one-stop convenient services.
 
  The plan clearly defines the improvement of the remuneration system for skilled talents, promoting state-owned enterprises to implement a dual-linkage of post salary with post value and skill level, achieving "the more skilled, the more you get; the more you work, the more you get; the more you innovate, the more you get". By creating a training platform for high-skilled talents, a skills master's studio, and carrying out the "Skills Master Four-in" activities, the support and reward system for high-skilled talents is improved. In terms of skills assessment, the "New Eight-Rank Worker" system will be implemented in a standardized manner, expanding the diversified channels of enterprise autonomous assessment and social recognition, and encouraging the application for new occupations (jobs) with Gansu characteristics.
 
  In addition, Gansu will hold a provincial skills competition every two years, support industries, enterprises, and colleges and universities to carry out various competitions, and implement reward policies for winning contestants. Focusing on the construction of the "Belt and Road", deepening international cooperation in the field of skills, and creating brands such as "Paili Workshop", providing customized training and grade recognition services for employees of overseas projects of enterprises. In terms of financial support, we will coordinate employment subsidy funds, unemployment insurance funds and other multi-channel funds, strictly implement the supervision principle of "who uses, who is responsible", seriously investigate and deal with illegal and irregular behaviors such as defrauding and misappropriating training funds, and ensure the safe and efficient use of funds.
