Today, the Information Office of the municipal government held a press conference on the planning and packaging of investment promotion projects in Jilin in 2020. In 2020, the COVID-19 epidemic had a great impact on the regular "go out" and "invite in" activities of investment promotion. Faced with multiple pressures such as epidemic prevention and control and resumption of work and production, the municipal cooperation and exchange office met the difficulties, conscientiously implemented the relevant work spirit of the municipal Party Committee and the municipal government, innovated the way of business invitation, and accurately implemented industrial investment promotion. From January to July, the city realized 20.9 billion yuan of investment in place, an increase of 37.9% year-on-year; 132 new investment projects were signed, with an investment of 99.7 billion yuan; There were 23 large projects with a contracted investment of more than 1 billion yuan, with the best quantity and quality in the same period in recent years. Investment projects can be divided into planning and packaging, negotiation and promotion, signing and landing according to project maturity.
1、 Increase reserves and meet targets ahead of schedule
Since the beginning of the year, based on the current development and the 14th five year plan, in combination with the provincial and municipal new infrastructure "761" project and the "ten focuses" work requirements, our office has determined that the task index of planning and packaging of investment projects in 2020 is "planning and packaging 150 key investment projects in the whole year".
Up to now, the city has planned 202 key investment promotion projects for packaging around 13 advantageous industries such as chemical industry, ice and snow, automobile, medicine and health, and electronic information, with a total investment of 239.65 billion yuan. Among them, 77 key packaging projects were included in the "double 500" plan for investment promotion in the province, ranking first in the province. We planned and packaged investment promotion projects, signed 9 contracts, started 8 projects, and focused on 95 projects.
2、 Take multiple measures to strengthen organization and management
Plan level: the notice on doing a good job in attracting investment during the epidemic prevention and control period (Jishi Investment Promotion Office [2020] No. 1) issued by the municipal investment promotion leading group office and the special action plan for attracting investment in Jilin City issued by our office have made arrangements and arrangements for the planning and packaging of investment promotion projects in all counties (cities), districts and development zones of the city; evaluation level: the project planning and packaging work is included in the evaluation of the county (city) government and the Management Committee of the development zone for investment attraction, which not only evaluates the quantity and quality of the planning and packaging projects, but also evaluates the effectiveness of project docking and follow-up to the realization of contract signing; Guidance level: in early April, Wu Junmin, director of the comprehensive coordination office of the Provincial Department of Commerce, was invited to give special guidance to the staff of the city's investment promotion system. Through on-site training and video connection, online live broadcasting has broadened the working ideas of cadres and opened up a new way for our city to plan packaging investment promotion projects; Management level: the competent personnel of Jilin investment promotion service center, a public institution affiliated to our office, are specially responsible for the organization, coordination and service of this work, laying a solid foundation for "online investment promotion" and "cloud signing".
3、 Broaden thinking, innovate and plan packaging
At the beginning of the year, the municipal cooperation and exchange office carried out special research around 13 key industries, prepared investment promotion plans with high quality, drew "industrial trees" and investment promotion maps, and strengthened the collection and analysis of investment promotion information. Guide the cadres of the investment promotion system of counties (cities), districts and development zones to innovate and carry out the planning and packaging of investment promotion projects in key industries. On the whole, it is mainly reflected in two aspects of innovation: first, innovation in methods: in 2020, all projects planning to attract investment through packaging are equipped with project cooperation plans. Key projects are equipped with regional promotional videos, PPT presentations, VR short video promotional materials, etc; Second, promotion and Innovation: during the epidemic prevention and control period, the focus of the release channel of investment projects was shifted to the Internet, which was released to domestic and overseas high-frequency and large-scale through websites, wechat official account, we media platforms and intermediaries at all levels at the provincial, municipal, county (city) and district levels, laying a good foundation for project negotiation and cooperation after the epidemic subsided.
Jilin city is a fertile land for investment and a paradise for entrepreneurship. Recently, the three-year action plan for optimizing the business environment in Jilin City (2020-2022) was issued. The reform of "running at most once" was comprehensively implemented, and 100% of the municipal and urban government services were "one network". We will build a new type of government business relationship between "Pro government" and "Pro government" and cooperate with investment attracting enterprises in handling the preliminary formalities of the projects to be started through multiple channels and channels.
