The results of supervision and spot checks on (excessive) packaging of various commodities announced by the Shanghai Market Supervision Bureau show that the old problems of excessive packaging of tea and related products, health food, cooked meat products and other commodities must continue to be cured.
Surprisingly, bee products, which many people thought were not easy to be overpacked, have become the hardest-hit areas. In the latest supervision and spot check, 80 batches of bee products were randomly selected. After inspection, as many as 16 batches were unqualified, and the failure rate reached 20%.

The packaging void ratio refers to the ratio of the unnecessary space volume in the product sales package to the product sales package volume. According to my country's national mandatory standards, the porosity of bee products packaging should not exceed 45%, the number of packaging layers should not exceed 3 layers, and the total cost of all packaging except the initial packaging should not exceed 20% of the product price.
According to the "Shanghai Municipal Commodity Packaging Reduction Regulations" implemented in 2013, as long as one of the three indicators of packaging void ratio, packaging layers, and packaging cost-to-sales ratio fails, it is considered excessive packaging.
The "Law on the Prevention and Control of Environmental Pollution by Solid Waste" stipulates that if a producer or operator fails to comply with the mandatory standards restricting excessive packaging of commodities, the market supervision and management department of the local people's government at or above the county level or the relevant department shall order it to make corrections; if it refuses to make corrections, it shall be fined 2,000 yuan. A fine of not less than 20,000 yuan; if the circumstances are serious, a fine of not less than 20,000 yuan but not more than 100,000 yuan shall be imposed.

In terms of health food, Kangfulai brand Cordyceps King Capsules sold by Longhao Road Branch of Shanghai Yonghui Supermarket Co., Ltd. and produced by Guangdong Kangfulai Pharmaceutical Co., Ltd. / Batch number: 2021-08-20), sold by Shanghai Century Lianhua Supermarket Huangpu Co., Ltd., and produced by Zhejiang Senyu Pharmaceutical Co., Ltd. (entrusted company), Senshan brand Ganoderma lucidum broken spore powder capsule (specification: 0.3 g/capsule × 6 grains/board x 2 boards/box x 6 boxes, production date/batch number: 2022-04-02) the packaging void ratio is unqualified.
For production and business units suspected of having excessive packaging problems, the regulatory authorities are dealing with them in accordance with relevant laws, regulations and procedures. The Shanghai market supervision department stated that it will continue to increase the spot checks on excessively packaged goods, and the clues of problems involving foreign production enterprises will be transferred to the local supervision department for follow-up investigation.
