According to the relevant requirements of the "Notice of the National Press and Publication Administration on Carrying Out the Annual Inspection Work of Publishing Enterprises in 2026" (Guo Xin Chuan Dian [2025] No. 8), the Municipal Press and Publication Bureau has decided to organize and carry out the annual inspection work of publishing enterprises in Beijing in 2026. The relevant matters are hereby notified as follows.
1. Scope of verification
Publication distribution units and individuals who have obtained the "Publication Business License" before December 31, 2025.
Second, verify the content
(1) Check whether the publishing houses have any illegal activities and records of punishment from January 1, 2025 to the present, and urge the publishing houses with problems to find out the reasons and implement rectification.
(II) Check whether the basic conditions for the publication distribution unit to engage in the publication distribution business are still met.
(3) Understand the operating conditions of the publishing distribution unit in 2025.
(4) Check whether the distribution units engaged in the distribution business of出版物 through the Internet and other information networks have fulfilled the filing procedures or whether the scope of business of the publishing goods operation permit includes "online sales", and whether the main page of the website or the prominent position of the webpage engaged in the business operation公开the relevant information or the link mark of the publishing goods operation permit and the business license registered.
Three, verification conditions
(1) The following conditions are met, and the annual verification is allowed.
For the publishing houses that meet the qualification conditions, have no records of violations of relevant laws, regulations and rules, and submit the annual verification materials as required, the verification is allowed to pass. After the annual verification stamp is affixed on the copy of the publishing house's business license, the publishing house obtains the qualification to continue to engage in the publishing activities.
(II) The annual verification shall be suspended in any of the following cases.
1. Where illegal acts are found that should be punished after verification.
2. Those that are being ordered to cease operations within a specified period.
3. Publishing houses that issue publications through the Internet and other information networks fail to file as required or fail to publish on the homepage of their website or on the conspicuous position of the webpage engaged in business activities the relevant information or the link mark of the publication business license and the business license as required.
4. Failure to submit the annual verification materials within the specified time.
5. The verification materials submitted are found to be inconsistent with the facts.
6. No longer meets the statutory conditions for administrative licensing.
The period of suspension of annual verification shall not generally exceed 6 months. The publishing houses that have their annual verification suspended shall make serious rectifications, and then re-verify their annual verification in accordance with the provisions of this notice after the consent of the publishing administrative department of the district where they are located.
(3) The following circumstances shall not be passed the annual verification.
1. The illegal or irregular act is not corrected or there is no obvious effect of rectification after it is discovered.
2. No longer meets the legal conditions for administrative licensing, and fails to correct within the time limit.
Issuing entities that have not passed the annual inspection shall not continue to engage in the operation of出版物, and the original licensing authority shall cancel the publishing operation license and other related qualifications.
The issuing unit fails to submit the verification materials within the prescribed time, and if it still fails to submit within 30 days after the notice of recovery is issued, the relevant departments shall make administrative penalties in accordance with the law and regulations.
IV. Work Procedures and Time Arrangement
The Municipal News出版 Bureau shall be responsible for the unified organization and management of the annual inspection of the wholesale units of出版物 and the distribution units of books in this city, and the retail units of出版物 shall be managed by the publishing administrative departments of each district.
(1) Work Arrangement
The annual verification of the Beijing area in 2026 is divided into two stages, the specific arrangements are as follows:
1. online registration and review: From now until February 13th. The publishing units log in to the website of the National Press and Publication Administration (https://www.nppa.gov.cn) — "Service Matters" — "Business Platform" — "National Publishing Units Annual Inspection System", register as a user, complete the unit information, fill in and submit the annual inspection registration form, and wait for the preliminary review results.
2. On-site review: February 25 to March 13 (working days). Units that have passed the online preliminary review can bring paper materials to the corresponding publishing administrative department for on-site re-review. For consultation phone numbers and on-site review addresses, please refer to the table below.
The paper materials that need to be submitted are:
(1) "2026 Yearly Verification Registration Form for Issuing Units" (Printable after online preliminary review, stamped with the official seal)
(2) Business License (photocopy of the second copy) and Publication Business License (original of the second copy).
(3) The online bookstore should also provide a screenshot copy of the publishing business license and business license displayed in a conspicuous position on its webpage (stamped with the official seal).
3. Summary report of each district: Before March 20th, each district shall submit the annual verification work summary and the annually generated summary table of the annual verification situation, stamped with the official seal, to the Municipal Press and Publication Bureau, email:bjfxcw@126.com. The annual verification work report includes the verification work situation, main achievements, existing problems, measures and suggestions, etc.

1.2026 Beijing area annual verification first uses the "National Distribution Unit Annual Verification System" for review, the operation manual is detailed in the attachment.
2. Publishing entities or individuals who fail to complete the annual verification in accordance with regulations by 2025 need to contact the cultural law enforcement department to obtain a decision document for administrative punishment or a decision document not to impose administrative punishment according to the law, upload the documents to the "Reward and Punishment Record" in the annual verification system, and wait for the preliminary review. 3. The online declaration content is consistent with the materials submitted on-site and meets the requirements, so the annual inspection seal can be affixed on the "Publication Business License (Copy)".
4. If the publishing house wishes to change its business scope, please submit the application after the completion of this annual verification.
5. Work requirements
(1) The publishing distribution units should carefully understand the work content, time arrangement and standard requirements, conscientiously self-inspect according to the requirements of the notice, truthfully fill in the statistical data, and ensure that there is no false reporting or omission.
(II) The publishing administrative departments should do a good job in mobilizing and deploying the annual inspection work of the distribution units, strengthen supervision and guidance, strictly control the inspection materials, ensure the accuracy of the data entered, and submit the summary materials as required.
