National Standard for Sanitary Napkins (Pads) Approved and Published

  Recently, the General Administration of Market Supervision and Administration of China (National Standardization Management Committee) issued the No. 38公告of 2025, approving the release of 360 recommended national standards and 9 recommended national standard amendments, including the National Standard for Sanitary Napkins (Pads), with specific information as follows.

  Compared with the 2018 edition standard, the new version of the National Standard for Sanitary Napkins (Pads) has comprehensively upgraded the technical requirements of the standard from three aspects: routine physical properties, use performance, and safety performance of the products, further regulating and improving the quality and safety level of sanitary napkin products.

  01 Regular physical properties

  In terms of routine physical properties, the full-length deviation and the deviation of the bar mass requirements of the product have been improved, and the measurement method of the length of sanitary napkins has been perfected to protect the rights and interests of consumers.

  02 Performance

  In terms of use performance, the index requirements for the peel strength of the back adhesive have been adjusted, the regulations for the absorption rate index have been improved, a back-infiltration index has been added, and the water absorption multiple has been adjusted to the absorption multiple (standard synthetic test solution instead of water), so that the product can better meet the needs of consumers for comfort in use.

  03 Safety performance

  In terms of safety performance, the requirements for pH and formaldehyde have been further tightened, and new chemical safety indicators such as phthalates, heavy metals, and decomposable carcinogenic aromatic amine dyes have been added, effectively ensuring the health and safety of women using sanitary napkins.

  The new national standard will be implemented starting from January 1, 2027. All production enterprises must closely follow the technical requirements of the new standard, strengthen the control of raw materials, take measures such as improving equipment and adjusting production processes, and ensure that the products produced meet the requirements of the new standard. The National Technical Committee on Paper Industry Standardization will also organize the implementation of the new standard for Sanitary Napkins (Pads) as soon as possible, so that all relevant units can more accurately understand the content of the standard and promote the effective implementation of the standard.
