  The "plastic ban" is one of Hainan's landmark projects in building a national ecological civilization pilot zone. Guo Yansheng, a second-level inspector of the Hainan Provincial Department of Ecology and Environment, introduced that Hainan has taken the lead in issuing the first local regulations on "plastic ban" in the country by building a "plastic ban" regulatory system; it has innovated supervision methods and formed a multi-dimensional linkage comprehensive supervision model; layout Measures such as the full-chain industry of degradable materials promote the full-chain management of plastic pollution.

 

  Guo Yansheng said that the “plastic ban” in Hainan has achieved remarkable results. The province's government canteens, sanitation systems, schools and other units have basically stopped using disposable non-degradable plastic products, and the province's 55 3A-level and above scenic spots have basically implemented a comprehensive "plastic ban"; through the introduction and support of the fully biodegradable plastic products industry, Hainan Film The bag production capacity is 47,000 tons per year, tableware production capacity is 86,000 tons per year, and modified material production capacity is 35,000 tons per year, ensuring the supply of alternatives to Hainan's "plastic ban" while also exporting to the EU.

 

  How to promote cooperation among countries in the management of plastic pollution? Tan Quanyin, director of the General Office of the basel Convention Asia-Pacific Regional Center, believes that different countries have differences in culture, consumption and industry, and have their own needs and challenges. They should seek common ground while reserving differences in global cooperative governance of plastic pollution, promote negotiations on plastic instruments, and formulate international rules. .

 

  Zhao Nana, Assistant Director of the basel Convention Asia-Pacific Regional Center, said that under the framework of the basel Convention, many countries have reduced their dependence on and consumption of virgin plastics through production restrictions and setting the proportion of recycled plastics; in the artificial use process, through bans and restrictions on the use and charging and other measures to reduce the use of plastic; in the waste process, set recycling targets, taxes and other means to increase the recycling rate of plastics.

 

  Xie Yibin, deputy general manager of Xiamen Luhai Environmental Protection Co., Ltd., said that plastic pollution control needs to create a "government + enterprise + residents" model. The government must plan from the top-level design and policy aspects; companies must innovate from the supply and industrial chain to ensure that products have a market and achieve sustainable development.
