News:Recently, the Beijing Municipal Education Commission issued the "Beijing Municipal Primary and Secondary School Teaching Materials Management Measures (Revised in 2023)" (hereinafter referred to as the "Management Measures"), which clearly states that Beijing will implement a primary and secondary school textbook review system without prior approval. Approved teaching materials may not be published or used. The "Management Measures" shall come into effect on the date of promulgation.
The "Management Measures" require that schools must strictly implement national, municipal and district policies and regulations on teaching material management, improve internal management systems, and select and use teaching materials well. The school-based curriculum is developed by the school. It should be based on the school's characteristic teaching resources and serve students' personalized learning needs in a variety of presentation methods. In principle, no textbooks should be compiled and published. If they do need to be compiled and published, they should be submitted to the district education administration department for review and reported to the municipal education department. It can be published only after it has been approved by the administrative department. At the same time, in principle, school-based course teaching materials cannot be used across schools. District-level education administrative departments must strictly control the quantity of school-based curriculum teaching materials and promptly clean up those that are excessive in quantity and of low quality.
The "Management Measures" emphasize that municipal and district education administrative departments and schools do not uniformly recommend teaching aids for primary and secondary schools. Classroom exercises, synchronous exercises, winter and summer vacation assignments, examination papers and review materials that are truly necessary for education and teaching should be provided to students free of charge, and should be strictly reviewed and managed by the district education administration department in accordance with relevant national and municipal regulations.
According to the relevant person in charge of the Beijing Municipal Education Commission, this revision mainly involves four aspects. First, the overall coordination and guidance role of the Beijing Municipal Teaching Materials Committee has been clarified. The municipal education administration department, under the overall coordination and guidance of the Beijing Municipal Teaching Materials Committee, is responsible for the management of textbooks for primary and secondary schools in this city. Second, the compilation and revision of local curriculum teaching materials are mainly based on the city's teaching material construction plan for universities, middle schools and primary schools, local curriculum teaching material development guidelines, the Ministry of Education's primary and secondary school curriculum plans and curriculum standards, and relevant curriculum teaching guidance outlines, and the local curriculum construction plan, local curriculum outline and guidelines for the development of local curriculum materials. The third is to adjust the review work of local course teaching materials according to the process of expert review and administrative review. The fourth is to implement the review and approval requirements for school-based curriculum teaching materials, and adjust the review of school-based curriculum teaching materials from the district-level education administrative department to the district-level education administrative department, and the municipal-level education administrative department for approval.
