1. Preparation background
 
　　In order to thoroughly implement the "Notice of the Ministry of Ecology and Environment of the National Development and Reform Commission on Printing and Distributing the "14th Five-Year" Plastic Pollution Control Action Plan" (Fagai Huanzi [2021] No. 1298) and "Guangdong Provincial Development and Reform Commission Guangdong Provincial Department of Ecology and Environment on the The Notice on Printing and Distributing the Action Plan for Plastic Pollution Control in Guangdong Province (2022-2025) (Yue Fa Gai Zi Huan Han [2022] No. 1250) requires further strengthening the ability to control the entire chain of plastic pollution. The Municipal Development and Reform Bureau and the Municipal Ecological Environment Bureau , combined with the actual situation in Zhuhai, formulated the "Zhuhai City Plastic Pollution Control Action Plan (2023-2025)" submission draft (hereinafter referred to as "Action Plan").
 
　　2. Purpose of preparation
 
　　The "Action Plan" aims to further enhance Zhuhai's ability to control the entire chain of plastic pollution. This plan clarifies the specific tasks and goals of plastic pollution control in the three years from 2023 to 2025, and further consolidates the responsibilities of various functional departments. Focus on key areas and key links, and comprehensively implement policies from the entire chain of plastic product production, circulation, consumption, recycling, and end-of-life disposal, and strive to achieve greater results in plastic pollution control in our city before 2025.
 
　　3. Main content
 
　　The Action Plan mainly includes three parts:
 
　　The first part "Main Goals": Clearly put forward the specific work goals by 2025: the operation of the plastic pollution control mechanism will be more effective, the responsibilities of all districts, departments and enterprises will be effectively implemented, the effectiveness of the entire chain of plastic products will be more significant, and white pollution will be effectively curbed.
 
　　The second part "key tasks": mainly from the source reduction action of plastic production and use, the action of promoting the use of plastic substitute products, the action of standardizing the recycling and disposal of plastic waste, the action of cleaning and rectifying plastic waste in key areas, and the action of plastic pollution control by the whole people to jointly "plastic pollution" Five Actions for Governance", and put forward 24 specific work measures and 85 key tasks for plastic pollution control in our city.
 
　　The third part "organization and implementation": put forward the relevant requirements for the organization and implementation of plastic pollution control in our city from three aspects: strengthening overall coordination, compacting territorial responsibilities, and strengthening supervision and guidance.

　　The "Action Plan" also attaches a key task division table, which breaks down various key tasks, forms 85 specific tasks and implements them to specific responsible units. In the next step, the Municipal Development and Reform Bureau and the Municipal Ecological Environment Bureau will strengthen overall coordination, organize and carry out joint special actions for the supervision and inspection of plastic pollution control, and strengthen the implementation of the action plan for plastic pollution control.
