Approval of the Energy Conservation Report for the New Material Project of High-end Packaging in the

 Recently, the Guangdong Provincial Development and Reform Commission issued the "Review Opinions of the Guangdong Provincial Energy Bureau on the Energy Conservation Report of the High-end Packaging New Material Project of Zhanjiang Zhongzhi Paper Industry Co., Ltd., China Paper Industry Southern base", the main technical standards and construction schemes adopted by the project basically meet the requirements of the relevant energy conservation laws and regulations and energy conservation and carbon reduction policies of the state and the province, and the energy conservation report of the project is in principle agreed.

  The public notice shows that the project is located in the south of Industrial Avenue (originally Port-Exterior Avenue) in Donghai Island, Zhanjiang City, Guangdong Province, to the west of Xianfeng Road (Mingfu Road) and at No. 313 Donghai Avenue, Donghai Island, with a total investment of about 6.971 billion yuan.

  Main construction content:

  1 line of 400,000 tons of chemical mechanical pulp, with a 230 tons of solid matter/day recovery furnace;

  1 line of 400,000 tons of chemical pulp production line, with 18,500 tons of solid matter/ day of alkali recovery furnace and 1 unit of 50 megawatt back-pressure condensing steam turbine generator set resource comprehensive utilization project, 370 tons/ day of white mud treatment furnace, 1 line of 90,000 tons/ year of chlorine dioxide production line, oxygen station;

  2 lines of special paper production with a total of 1.9 million tons;

  New a solid waste resource comprehensive utilization production line for a 95 tons/hour high temperature and high pressure steam boiler (with solid waste in the factory and purchased biomass as fuel);

  Construction of 2 sets of wastewater treatment system, with a wastewater treatment capacity of 7200 tons/day for chemical machine pulp project (with supporting reclaimed water project) and a wastewater treatment capacity of 30000 tons/day for chemical pulp project (with supporting reclaimed water project);

  Building a new raw water station, etc.

  The project has undergone significant changes based on the original energy conservation review and approval (Yue Neng Fa [2022] No. 180). Among these changes, the 400,000 tons per year chemical mechanical pulp project, which remains unchanged, has begun full-scale construction in July 2024 and is expected to be fully completed by June 2026. The other construction content is planned as follows: the 400,000 tons per year chemical pulp project is planned to begin construction in July 2026 and is expected to be fully completed by July 2028; the 190,000 tons per year special paper project is planned to begin construction in July 2027 and is expected to be in operation by December 2028; the solid waste resource comprehensive utilization project is planned to begin construction in January 2027 and is expected to be completed and put into production by April 2028.

  Energy process:

  The chemical mechanical pulp line adopts the P-RC APMP process, and the high-concentration wastewater is sent to alkali recovery after being concentrated by MVR and forced circulation evaporation. The main production process steps include wood chip washing, pre-soaking (alkaline peroxide treatment), high-concentration grinding (concentration 30%-40%), medium-concentration and high-concentration bleaching, multi-stage washing and screening, etc.

  The chemical pulp line adopts a low固形物 continuous cooking and four-stage ECF medium strength bleaching process, the alkali furnace steam generation is matched with a 50兆瓦 unit waste heat power generation, and the main processes cover wood chip pre-soaking (or steam cooking), continuous cooking (cold spray discharge technology), countercurrent washing, pressure screening, oxygen delignification and four-stage bleaching (D0-EO-D1-D2);

  The special paper machine production line adopts advanced equipment, control system and energy-saving new process and technology at home and abroad. The production line adopts an integrated short process high-efficiency paper-making process, and the production process includes pulp mixing, short process degassing, boot press, drying and drying, heat pump system and closed gas hood heat recovery and other processes. The core uses a turbine vacuum system instead of a water ring vacuum pump, and optimizes the drying section thermal network to achieve the cascade utilization of waste heat.

  Solid waste resource comprehensive utilization project: The "high temperature and high pressure boiler" (10.5 MPa, 515 degrees Celsius) is adopted, and the thermal value of solid waste fuels such as sludge, slurry, and wood chips in the factory is reused by co-firing biomass, and the sludge drying scheme is implemented to make full use of the waste heat of the flue gas;

  The preparation process of chlorine dioxide adopts a comprehensive method of chlorine dioxide preparation system.

  Energy-consuming equipment:

  Main equipment: 2 MSD600 wood chip extrusion撕裂 machines (power 3300 kW, 2nd energy efficiency class), 5 NBKP pulpers (power 315 kW, 5 units: power 400 kW, 1st energy efficiency class), 4 LBKP pulpers (power 630 kW, 1st energy efficiency class), 5 X60 pressure screens (power 315 kW, 2nd energy efficiency class), MVR evaporator (4 sets: total power of compressor fan 12000 kW, 2nd energy efficiency class; total power of circulating pump 1056 kW, 2nd energy efficiency class), continuous steam cooking vessel (with cold spray discharge technology), boot-type press lower roller transmission point (2 units: power 600 kW; 2 units: power 500 kW), 1850 tons of solid matter/day alkaline recovery boiler (alkaline recovery rate: 98%, rated evaporation capacity: 286 tons/hour), 230 tons of solid matter/day alkaline recovery boiler (alkaline recovery rate: 98%), 370 tons/day white mud treatment furnace (natural gas consumption for pulp 46 standard cubic meters/ton), and so on.

  (II) Auxiliary equipment: 1 high-temperature and high-pressure solid waste boiler (rated evaporation: 95 tons/hour, thermal efficiency: 87.5%, main steam parameters: 10.5 MPa, 515 degrees Celsius), 1x50 MW back-pressure condensing steam turbine generator set; induced draft fans (5 units, 1st efficiency grade; 2 units, 2nd efficiency grade),一次 fans (2 units, 1st efficiency grade), secondary fans (2 units, 1st efficiency grade), feedwater pumps (5 units, 1st efficiency grade), cooling water pumps (4 units, 1st efficiency grade), circulating pumps (5 units, 1st efficiency grade); 3 air-cooled screw air compressors (2nd efficiency grade), 3 air-cooled screw air compressors (1st efficiency grade); 2 water-cooled screw water chillers (2nd efficiency grade) and auxiliary equipment such as fans, pumps, lighting and environmental protection treatment facilities.
